Perfect Day Spell

"The Perfect Day Spell straddles the line between "rare spell" and "common spell". Very few mages can cast this spell, but damn near every mage has at least heard about this spell.   It takes a lot of work to become a Fifth Circle caster, or an archmage as they are preferred to be called. Of the few archmage enchanters in Scarterra, many view this spell as being beneath their dignity and not worth the effort of learning, but a mage willing and able to cast Perfect Day can command huge fees for doing so.   I'll probably never get to that level, but a man can dream."
  This spell functionally acts as modern climate control. It can regulate the temperature in building or even a large village or city quarter.   This is normally cast on behalf of kings and queens or other luminaries, so that they keep their castles are at a comfortable temperature year round. But a few clever Enchanters have figured out other uses for it.   It is possible to cast this spell on several houses if they are clustered together and have a clear boundary. So if a city has a "rich person's district" with a wall around it, said rich people can pay an enchanter to make their district climate controlled both for their comfort and to flex their wealth on the rest of the city.   The spell is normally used to lock in perfect spring days, but this spell can lock in hot summer days or cold winter days. A building locked in a hot summer day is functionally a sauna that doesn't require firewood. A building locked in a cold winter day is functionally a walk-in freezer.   King Drosst is said to maintain at least one prison that is always unpleasantly hot and another that is kept unpleasantly cold specfically to make the inmates miserable.

Effect

An building or area subject to the Perfect Day spell retains the same temperature year round. To a lesser degree, it will retain the same moisture level except when there is precipitation or fog which will temporarily make things wetter. Also, the area won't completely stop winds from outside from blowing into the edges.

Side/Secondary Effects

If an area is locked in spring time and it's snowing, the snow will still fall, it will just melt fast.   If an area is locked in winter time and it's raining, the rain will still fall, it will just freeze quickly and make things slippery.   Due to the The Law of Sanctums, it is easier to cast and maintain Area Spells over buidlings than it is to cast and maintain them over vague outdoor areas, but it is hardly impossible to cast this spell outside of structures. If Perfect Day is cast on an outdoor area it can let you grow tropical plants in a temperate zone by locking an area in summer or you can have an ice skating pond year round by locking an area in winter.   If the spell is cast with an arcane locus, a Perfect Day can be renewed continuously, but if the spell doesn't have a locus (or the locus is vandalized), an area can't be restored to it's former perfection until nature provides a perfect day at the same time that a suitably skilled Enchanter Archmage happens to be present.

This spell doesn't create climates, it preserves climates.   A mage cannot cast this spell, and then say" I want the area to be 70 degrees Fahrenheit, 21 degrees Celsius".   But if the day happens to be 70 degrees Fahrenheit, the caster can say "I don't want this to change."   This is why the spell is called "Perfect Day" because it's useless or even detrimental to cast it until you happen to have a proverbial perfect day.

  Nami is the goddess of Scarterra's weather., among other things.   Nami has never voiced an opinion on the Perfect Day spell via a messenger spirit or oracular pronouncement, but some of her hard line followers believe that the very existence of the Perfect Day spell as an insult against the Lady of Winds.   Some of them have been known to protest against or even outright sabotage the use of Perfect Day spells.
Material Components
Roughly 5 to 30 drams of reagents depending on the size of the area being affected. Larger areas cost more. Arcane locii raise the up front cost but make the spell easier to maintain.

The caster has to make a slow walk around the perimeter, so the larger the area affected, the longer this takes to cast.

Perfect Day spells cannot overlap. If a walled district is locked in a perfect spring day, that area cannot contain a small shed locked in a winter day to act as a refridgerator. The two spells will fight each other and both will eventually break down.
