Using magical materials of different traditions
A rare few by accident or purposeful design can only be easily used by mages of one broad magical tradition.
More commonly, spell books, magical labs, and specialized reagents can only readily be used by one broad magical tradition.
Mages have no penalty accessing magical items and spell craft of their own tradition. They have a +1 penalty when accessing items of related traditions and a +2 penalty when accessing items of distant traditions, and +3 difficulty when using items from foreign magical traditions. Unless they have the Cross Disciplinary Mage Merit in which case the penalties are reduced by one across the board to 0/+1/+2.
Reagents are a little bit easier to utilize across magical traditions. Reduce penalties related to specialized region by 1 across the board cumulative with other modifiers but not below zero.
