It can douse a fire, yes. But there are lots of better spells for putting out fires. The School of Transmutation has umpteen spells to manipulate non-magical fires. Lets assume you want to defeat an enemy without killing him than Water Blast is still worthless. Wind Blast is a must better spell. It's nonlethal but it does a lot more damaging able to knock an unarmored person unconscious in a single hit. It might take a couple hits if they are armored. Water Blast will do little more than annoy your opponent, armored or no.""Fire Blast is a simple spell to learn, but a difficult spell to master and it's really the only combat spell a Conjurer needs. Of the dozen or so 'cousins' of Fire Blast, three or four are useful in specific situations (I even picked up a few), but most of them are a waste of time and effort. The biggest waste of time is probably Water Blast. It does practically no damage at all., the runt of the Blast family of spells.
Any warrior that is expecting to face Blast spells should find a mage with Water Blast to train with, so they can be prepared for when lethal strikes come. And yes, Transmuters are better at putting out fires than Conjurers but you don't always have a Transmuter on hand, so it's good that Conjurers have an option. I only used Water Blast to put out an accidental fire once in my life, but if I didn't have the spell, things would have gotten very expensive very fast.""Water Blast is a niche spell, but it is far from useless. The fact that the spell does very little damage is actually a strength not a weakness. All the 'Blast Family' of spells are aimed more or less the same, so if a mage masters aiming one Blast spell, he can aim any Blast spell. Water Blast is great for combat training. Water Blast lets a mage perform stationary target practice without obliterating the countryside. And Water Blast lets you train the men under your command. If you can dodge a Water Blast, than you can dodge a Fire Blast or a Lighting Blast but the punishment for messing up is just needing a towel.
"Anyone who says Water Blast does 'no damage at all' has never been hit by the spell during training. It won't kill you, but it hurts...a lot. Failing to dodge a Water Blast is not 'you get wet'. It's more like, 'you're kicked in the chest by a satyr and then you get wet.'" Perspective of a common born Swynfaredian infantry.
Effect
The spell functions mechanically like any other Ray attack spells but it doesn't do a lot of damage.
It's base damage is one die of bashing damage per successs rolled though extra to-hit still apply normally. Anyone hit will be thoroughly soaked. Even an attack that is dodged will probably leave the target a bit wet.
Acting as a high pressure water hose (at least for a short burst), this spell can put out small fires or knock over light objects.

The images are fire though.
Well the header image is water blast. The quotes are pulled from my Master of List of Quotes, admittedly my POV character portraits use a lot of fire. The first narrator is a guy that thinks Water Blast is a useless spell. The second narrator uses Water Blast as practice for Fire Blast. Unless you meant the pictures were "fire" as a compliment, in which case, thank you :)
