Council of Lords

The Kingdom of Kantoc is a constitutional monarchy.  The king is the final interpreter of law and tradition but he cannot legally create new laws at a whim.   In order to change the laws or the tax rates, the king has to summon the Council of Lords.  It is legally permissible however rare that four dukes can covene the Council of Lords and compel the other dukes and the king to attend.   In order to enact any new policies, the change must be approved by at least two thirds of the Council of Lords though declarations of war can be approved by a mere majority though in practice the king can declare war by himself.   In theory, if a king declares war and three quarters of the Council agrees that it's an unjust war, the king can be legally deposed.  This has never been happened.  Every time the Council of Lords is called in response to the king declaring war, the Council has chosen to retroactively ratify the decision and agree with the already declared war.

History

The tradition of the Council of Lords supposedly dates all the way back to King Kantarius and the fallen kingdom of Gerlaria.

Participants

The Council of Lords is made up of all the Dukes (or the Duke's Regent if the Duke cannot personally attend), plus three high ranking Guardians, on high ranking Steward, and an observer from the Keepers and another one from the Masks.
