Werapui Village Cluster
The Islands of Mondert are no strangers to active volcanoes but, the Werapui Village Cluster is a cluster of villages around very active volcanoes on Reagent Island.
On average, the Mondarians have to abandon the Village Cluster every ten years due to a volcanic eruption, and end up losing about a quarter to half of their structures each time.
Volcanic eruptions normally announce themselves at least a day or two in advance with minor preamble earthquakes, but the Mondarians keep magical diviners on hand to check on the volcanoes for an added layer of warning.
Sometimes, there is a false alarm and they evacuate the villages and nothing happens. This is usually not a big problem, because they can turn around their re-enter their intact houses after a few weeks.
Demographics
A few babies are born on the island but the vast majority of the inhabitants boated over from other islands. As a holding of Mondert, the area boasts a roughly even mix of Mondarian dwarves and Mondarian humans.
Most settlers opt to work her for one or two volcanic cycles only before boating back to their island of origin.
Because the area is dangerous, and Mondarian man-dwarves have cultural pressure to sacrifice themselves for their families and communities, the Werapui Village Cluster has a disproportionally high number of Man-dwarves.
Government
The area is a protectorate of the Kingdom of Mondert but the Mondarian kings give the locals full autonomy to conduct their affairs as they see fit.
For clarity, each village is named after the elder patriarch or matriarch in charge of it. The Village of Kauri is administered by Kauri. The Village of Timati is administered by Timati. That's way it's easy to remember. Normally, a settlement named after a person is going to outlive the person, but here is this not normally the case.
In this case "elder" is a relative term. Most of the settlers here are pretty young and spry (and brave), and the "elders" are on the young end of middle age.
At least two priests or priestesses must be diviners capable of keeping an eye on the volcanoes.
The elder's word is law, and in the unlikely event the elders of the neighboring villages have a serious disagreement, a priest or priestess can override any and all elders' decisions or decrees. This is a safeguard built in so that two stubborn elders tie things up with their pettiness in the face of impending doom.
The priesthood can theoretically override elders at any time, not just in the face of impending doom. They are loathe to abuse their power in this manner thought. Outside times of crisis, the priests and priestesses will make suggestions rather than commands.
Most of the priests and priestesses are aligned with Korus or Nami but any theurgist skilled in Divination is welcome here.
Defences
The area doesn't just have volcanoes. It also attracts various supernatural threats and the occasional pirate raid.
Given how high winds and lava cause them to have rebuild their structures so often, it's not really feasible to build defensive structures apart from simple traps. The defense of the island relies on the fact that the settlers here are among the strongest and bravest men and women that the Kingdom of Mondert has to offer.
Industry & Trade
Most of the houses are built near the water, so the population can get to the boats quickly if needed.
A natural harbor on the east side provides some protection from waves and winds, so the bulk of the houses are on the east side.

The Werapui Village Cluster is located around a single volcanic island.
Natural Resources
There is more than enough edible flora and fauna to feed a small clusters of villages but the real draw here is the reagents. Both durable reagents and potions reagents are very plentiful here. If it wasn't for the reagents, it probably wouldn't be worth settling here.

I found it very interesting that this was not about a single settlement but a cluster of villages. I also liked the reasoning they have for keep staying there despite the perils. That was an interesting read :)
Thanks, that was my baseline with the prompt. "If an area keeps getting destroyed, why bother rebuilding it if there isn't something really valuable there." A cluster of villages lets you cover more ground for foraging. And this is certainly a case where you don't want to put all your eggs in one basket.
