Barony of Repose

The current baron inherited the Barony at age 13 and is currently shy of 15, so the Barony remains in regency.   The young sorcerer is not a prodigy, but neither he is moron.   He is a second circle necromancer and a first circle transmuter.

The area has some farmland and woodland, but not enough to sustain the local population. The area has to import resources from the rest of the County of Selwyth.

Most famously, the College of Necromancy is set to allow for the study of necromancy. By their charter, no undead is to be created in the College nor are undead to be brought there, but all other aspects of necromancy are taught and celebrated.   Though, the creation of undead is forbidden here, this doesn't mean the College of Necromancy is benign. Among other things, they give instruction in efficiently applying pain spells towards military use.   A temple school run by the Cult of the Compact collects lore on funerary practice for every known culture and era from all corners of Scarterra.   There is a school where spirit loas can practice mediation.   There is an archive of contemporary and ancient genealogy.   There is an alchemical school specializing in embalming, sanitizations and other aspects related to the deceased.

They don't broadcast it loudly, but they study ghosts here, including means of ensuring their cooperation. The Selwyths will rent out ghostly services to other dragonbloods who pay them. They also sell their services as exorcists to troublesome ghosts. They even take on non-dragonblood clients. The real pay for them is catching ghosts servitors.   They are rumored to have a real school where the creation and control of study. I'm sure they do this, but I doubt it's in a centralized location, and I doubt it's anywhere near the Barony of Repose.

House Selwyth is known for being secretive and mercenary, but they make it relatively easy for dragonbloods of other Houses to study necromancy here, even dragonbloods of rival factions. While Selwyths are out for themselves first and foremost, they want to make necromancy more respectable, so they are relatively open to aiding in necromantic studies of those who come to them openly.   They will even sponsor the registration of some necromancer wizards.
