Cerbendaer

The City of Light is Kahdisteria's friendly face they want to show outsiders and the main trading hub for merchant vessels.   Cerbendaer is their seat of government and houses their warfleet and main government offices.

Government

Most dark elf titles are unisex. The dark elves are very magocratic, so high level positions are always held by spell-casters though they are not particularly picky about the type of spell-casters. Warlocks, sorcerers, theurgists and most types of wizards are all eligible to hold high office.   The Raykar, leader of the nation of Kahdisteria has his main palace in Cerbendaer. The Raykar uses a fleet of royal ships and a cadre of flying messengers to project his power over the rest of Kahdisteria.   The office of the Raykar is loosely akin to a king or queen, but they are determined by magical challenges rather than birthright (though elves need to be highborn to participate in the challenges). The Raykar has can appoint high level lieutenants called Reyliss. The Raykar has around twenty Reyliss below him. The "Rayliss of Cerbendaer" is functionally the mayor of Carbendaer and the office is currently held by a woman named Sellussa.   The Raykar can override his Rayliss' decisions at any time, but it reflects badly on the Raykar if he is seen as a micromanager so this is rare. so Rayliss Sellusa gets to run the city with a lot of autonomy.   Reyliss Sellusa is in charge of maintaining law and order in the city, making sure the fortifications are in good repair, and the perimeter patrols are thorough, and taxes and tolls are collected efficiently.   Reyliss Sellusa can appoint her own deputies mostly as she sees fit as long as other Reyliss are not hoping to recruit the same elves. The Rayliss of Cerbendaer frequently butts heads with the Reyliss of the Fleets as they often try to recruit the same people. They also bicker over ships and funding.   In general, the competition of Reyliss is seen as a feature, not a bug. Survival of the fittest and all that.

Defences

There is a manned wall around the city, but the Kahdisterians are far more concerned about attacks by sea. The harbor is flanked by powerful fortressses and the harbor boasts permanent enchantments to let defenders command the very waves for short periods of time if necessary.

Industry & Trade

The area has a natural river flowing from the mountains but the river has been modified and terraformed with digging and magical spells, so it doesn't ressemble it's natural state making it more akin to a very large canal.   The canal is an important artery for food barges and timber from inland. The majority of Kahdisteria's merchant vessels and almost all of their military ships are assembled in Cerbendaer.   Ships are about the only thing made here for export. Food, fuel, and luxury goods are all imported.

Infrastructure

The area boasts some of the oldest functional aqueducts in Scarterra.   Since the city was fashioned out of repurposed ruins rather than grown organically, it avoids some of the crowding problems in other Scarterran cities. It has wide roads and more public spaces than you'd guess given how scarce flat land is in Kahdisteria.

Guilds and Factions

As the military and political capital of Kahdisteria, Cerbendaer is a hotbed of political intrigue.   Every Kahdisterian religious order has at least one temple in Cerbendaer. Every political faction either has a foothold here or wants a foothold here. Mercantile powers are well represented here but many wealthy Kahdisterian traders have been quietly relocating to the City of Light, ostensibly with the Raykar's blessing.

History

In the Second Age, "Cerbendaer" was "Cerbenlauca", the capital of the now defunct Nation of Falasarya. The area boasted a very good natural harbor and a small natural river from the mountains, later supplemented by artificial aqueducts.   In Elven language Cerbenlauca means "Warm Harbor" and "Cerbendaer" means "Mighty Harbor". The name change represents the differing values between Kahdisterian elves and the ancient Falasarian elves.   The city of Cerbenlauca was attacked early and often during Second Unmaking. The Falasarians quickly got wise to the fact that Cerbenlauca was no longer safe because it was the first place Void demons search parties went each time they swept the area.   The fortifcations and walls were breached, but the city wasn't completely destroyed. Most of the buildings and structures were left intact. The Void demons believed they could lure mortals into the city with a false promise of safety. A plot which mostly didn't work.   When the dust settled and the Second Unmaking ended. Cerbenlauca was a lot more intact than most other Second Age cities. The few surviving Falasarian elves were slow in returning to their own capital because they remembered all the Void demon ambushes there, so it was the Disterian elves that reclaimed the ruins and cleared out the Void demon stragglers.   The aqueducts were taken out of commission, but they weren't completely demolished, the Void demons just knocked out a few strategic points, so the aqueducts were fairly easy to repair.

Architecture

Kahdisteria in general has relatively little flat land, but lots of stone and a large expendable workforce to haul said stone. Buildings to be tall, not wide.   The original Falasarian elves who inhabited the area were modest and pragmatic. The current Kahdisterian nobles are pretty self-aggrandizing.   On some level the city is a mix of both views. Given the harsh spring weather, bright fancy paint jobs don't last very long. Temples often repaint their exteriors year after year, but most secular buildings don't bother.   A lot of buildings are simple and spartan on the outside and lavishly appointed on the inside. The locals often call it "keeping your gold in a burlap sack."

Climate

Temperate with hot summers and cold winters and very stormy springs.

Natural Resources

The city has a modest fishing industry and ample fresh water, but most other goods need to be imported from ships.
