Enfys ap Kovenoth (a.k.a. The Rainbow of Death)
Enfys is the probably the most infamous member of an infamous group, a radical splinter group of the Testers, the Bearers of the Ill Wind.
The Bearers of the Ill Wind are Maylar worshipers that use supernatural and mundane means to spread disease, obviously making them very unpopular with many people.
Most Bearers of the Ill Wind rely on various disguises and a cloak anonymity to pursue their heinous goals, but Enfys often dresses loudly, leaves calling cards, and/or loudly anounces "the Rainbow of Death was here" and the like and has still evaded being killed or captured for a whole decade.

Besides providing a point of view character, Enfys is yet one more problem for House Kovenoth. The once great Swynfaredian Dragonblood house has seen a decline in riches and status over the last few centuries due to a serious of high profile failures and scandals. Swynfaredian dragonbloods are no stranger to spiteful squibs, but [roducing a mass murdering, kinslaying Tester is beyond the pale.
Plus, Enfys never stops reminding people that she is a ex-Kovenoth with her moniker "Rainbow of Death". The Kovenoth family uses rainbow motiffs in their heraldry and clothes to honor their draconic forebear, Kovenoth the Builder who was a multicolored dragon, so Enfys endeavors to link rainbows to suffering and death is a continual slap in the face to the proud Kovenoths.
House Kovenoth does not have a lot of wealth to spare, but Enfys' own mother put a large price on her head.

"The key to being an effective warrior for Maylar is to know when to be quiet and when to be loud. My enemies focus so much on my rainbow iconography that they rarely memorize my facial features or other traits. I can remove my hair dye in half a minute with a little Purification and drop my rainbow jewelry and all of a sudden I can blend in as just another peasant woman in the crowd. The rainbow rings I wear are simply painted stones, not true gems. They cost very little and are easy to replace. This is why I am able to leave them as signifiers of my passing."

Enfys is a very powerful and versatile theurgist
Overtime she learned Healing and Purification theurgy in addition to her original Hexing powers.
A common tactic used by the Bearers of the Ill Wind is to infect someone with a horrible disease and then demand payment for a cure, and Enfys has garnered a lot of money and favors this way though she rarely gives Sywnfaredian victims a chance to be alleviated from their disease.
She is also skilled in other divine spheres as well and is adept at utilizing theurgy quietly when needed.

When she wants to be seen, Enfys commonly wears bright rainbow rings and dyes her hair to match. She sometimes wears rainbow cloaks or scarves.
Specialized Equipment
She has managed to steal one of House Kovenoth's numerous magical bastard sword and she has purchased or otherwise acquired a fair few other magical items over her travels.

Personal history
Enfys was the eldest child of, Lady Meredeth ap Kovenoth, the current Duchess of Volodor, but because Enfys was a Squib, not a sorceress, she had no chance at all of inheriting her mother's title. Instead, the heir apparent was her idiot younger brother, Ceron, who was just happened to be born a sorcerer.
This made her very bitter and resentful. Looking for ways to rebel, she joined a secret cell of Testers and quickly awakened theurgy becoming a powrful Hexer fairly quickly.
Enfys was initially recruited by the Decadents faction of the Testers but did not find them to her likely and opted to become an independent Tester briefly before the Bearers of the Ill Wind managed to recruit her.
When Enfys was still waffling on whether she wanted to join the Bearers of the Ill Wind or remain, Enfys tried to recruit her younger sister, Brynn into the Testers as her apprentice. Brynn was also a Squib but she was not nearly as bitter about not being in the succession order and she adamantly refused to join her in her "dabauchery and depravity." Enfys reluctantly slew Brynn with a dagger to keep her from from telling her family what Enfys was doing.
While she was not immediately a suspect, suspicions did mount, so Enfys planned her exit from her family intending to murder all of her siblings in one go, using a virulent poison, and leave her then menopausal mother with no heirs or children.
Lord Ceron survived due to timely magical healing but he was left with a permanent lung condition drastically sapping his stamina.
Enfy's and Ceron's younger brother Mostyn ap Kovenoth was slain. Mostyn was too young to tell if he would have been a sorcerer or a squib, and now the family will never know.
The youngest sibling Kiah was not present due to dumb luck and was never poisoned. To Enfys dismay, Kiah later turned out to a sorceress and therefore a legitimate heir, but this turned out to be a boon for Enfys desire to cause her family pain.
Duchess Meredith ap Kovenoth remains in good health, so she is not likely to reliquish her title anytime soon. Lord Ceron is next in line to inherit her ducal title but many speculate that Ceron's poor health means his mother will survive him, so the ducal title claim will pass to Lady Kiah. Because there is so much uncertainty, neither Ceron or Kiah is considered a very "good match" so the marriage proposals Lady Meredeth have been offered and have well below what she believes a ducal family deserves. It also doesn't help that the family now has the stench of being connected to an infamous spreader of disease.
Enfys is highly mobile and does not limit her disease spreading to the land of Swynfaredia and has made enemies in many places.
Education
In addition to her potent theurgy, Enfys has many useful skills.
Enfys is a skilled alchemist which helps her make poisons and cures though she relies on tried and true formulas of alchemists before her rather than try her own concoctions. Ironically, the alchemical inventions that she created personally are relatively benign, in that she has revolutionized alchemically created hair dyes which doesn't just use to flaunt rainbow colored hair but also uses to take on more mundane hair when she needs a disguise.
Enfys is a master of all aspects of non-magical stealth and disguises. so naturally she prefers to slay her enemies or foment diseases from the shadow.
Enfys is not reliant totally on stealth. She is a trained fighter and can stand toe-to-toe very well though this normally a last resort. Enfys has many allies and contacts but no true friends wiling to fight beside her.
While Enfys can take on most warriors one-on-one, she can't fight a group by herself, so she normally only reveals herself to peasants and noncombatants whom she can easily intimidate.
Morality & Philosophy
She will publicly recite Maylar values that things that don't kill you make you stronger and those who survive Maylar's Tests invariably come out stronger, but in reality, she just likes to hurt people.
