Tulbet Carbow is an older gnome academic who has mentored many Fumayan lords and ladies. She is currently serving as an advisor to Chancellor Karolina and is informally the Vice Chancellor.

Personal history
Tulbet is a gnomeish noblewoman from House Carbow. She was not very outdoorsy for a Carbow gnome, preferring books and parlors over reindeer pens.
Tulbet's combination of book smarts and social acumen lead to her becoming a teacher. Tulbet mentored many Fumayan human lords and ladies, including Chancellor Karolina. Since Karolina narrowly avoided being murdered by Lord Stanislaw Palbuc and then became Royal Chancellor of Fumaya, Tulbet decided to retire from teaching temporarily and move south to act as Karolina's right hand advisor. Karolina's mother was one of Tulbet's favorite students, so Tulbet sees Karolina like a really tall niece.
Tulbet is now informally serving as Vice Chancellor. Karolina is very intelligent but struggles with some of the softer aspects of diplomacy, so Tulbet is there to help cover for her until she can handle it herself.

Family Ties
Tulbet is married to a gnome rider in the The Schnocneg Regiment. Her husband is well past his prime, so he mostly serves as a mentor and advisor. They have two children who are now fully grown.
Note that Tulbet's husband is a commoner, so Tulbet kept the Carbow surname and their children also have the Carbow surname.
The couple agreed to separate for the duration of the Fumayan-Swynfaredian War. Both are acting as mentors and advisors to important people involved in Fumaya's war effort. When the war is over, they plan to reunite back up north. Tulbet figures that if both Fumaya and Karolina survive the war, Chancellor Karolina will have advanced her social skills enough to not require a gnomish safety net covering for her.
