Grey elves refer to gnomes who have culturally assimilated into the culture of the Elven Empire, which is largely synonymous with grey elf culture.
Gnomes make up approximately 6% or 7% of the total population of the Elven Empire. About 80% to 90% of them are at born into the Elven Empire and are at least three generations in. They are the "grey gnomes" or "imperial gnomes" as opposed gnomes that just happen to be living and workin in imperial territory.
The grey elves have made a niche for themselves as middlemen, especially between the elven and human citizens of the Empire. Gnomes are disproportionately represented among the Empire's middle class so they often serve as middlemen between rich and poor elves or less commonly, rich and poor humans.
History
During the Second Unmaking , gnome refugees ended up joining forces with anyone who would accept them. A lot of them ended up with the ancestors of the grey elves. When the spillover effects of the Second Unmaking were largely over, many gnomes spread about Scarterra in a massive disasphora, but not all did. The gnomes in the lands of the Elven Empire claim they have lived among the grey elves since before they were even called grey elves. As the Elven Empire gradually became less elven, gnomes were often called upon to be impartial mediators between elves and humans , usually with the gnomes acting in an informal capacity. A small number of gnomes took on official roles within the government. Recently, current Empress has decreed that more non-elves should be appointed to high positions. This was intended to provide enfranchise more humans and half-elves, but a the dragon's share of these new positions have been given to grey gnomes. Many of the Empress’ governors and vassals oppose giving the human and half-human rabble more power and since the decree only states “non-elves must be appointed,” gnomes were often appointed to exploit this loophole in the wording. Not every gnome appointee was put in because of this technicality, many are appointed on their merit. Given their natural social skills and long life spans, gnomes often legitimately merit these posts. Thus, they have power disproportionate to their small numbers in the Elven Empire.Little Sea Legs
Relative to other gnomes, grey gnomes are far more likely to know their way around a sailing vessel. Lots of grey gnome fishermen believe their profession helps them commune with Mera and Korus simulataneously but most of them have a house on dry land by the sea. That said, grey gnomes tend to love the sea less than their human and elven countrymen. Or at least, grey gnomes don't love big sailing ships as much as other imperial citizens. Grey gnomes generally like working with humans and elves but prefer to sleep alone or near other gnomes and that is rarely an option on sailing ships. The Elven Empire has a small number of ships with all-gnome crews but such ships are fairly rare and are generally limited to larger fishing vessels. Also, Scarterran gnomes generally like to put down roots, and grey elves do not usually deviate from the mold. It is hard to put down roots if you live on a ship. So most grey elves are more "grounded" than their human and elven brethren. There are always exeptions. Some gnomes love being the small man out on a sailing ship of tall folk. Sometimes their small size is an advantage when manuevering rigging and the like and their ability to read social cues makes them beloved by their crewmates. Scarterran gnomes frequently fall into the role of being a sidekick or advisor to a powerful or elf and it is relatively common for ship's captains to have a gnome as their First Mate.Culture

Grey gnomes put more emphasis on Mera and Korus worship than grey elves typically do. Imperial priests and priestesses of these deities are disproportionately represented by grey gnomes. To a lesser extant, grey gnomes are disproportionately represented among the various priesthoods that are on the outs with proper Imperial society.
Shared customary codes and values
Like most other Scarterran gnomes, grey gnomes are generally quite literate. Unlike most other Scarterran gnomes, grey gnomes are not commonly employed as scholars and sages...the grey elves love being scholars and sages and don't like to let the little folk in their club if they can help it.
This includes alchemy. Scarterran gnomes are frequently overrepresented among alchemists but not so in the Elven Empire.
Grey gnomes are disproportionately found in skilled trades where they work with their hands including but not limited to blacksmithing, pottery, leatherworking, culinary arts, wine making, and ship building.
Common Etiquette rules
Other gnomes find grey gnomes a little overly formal, but most humans find "grey gnomes" to be virtually indistinguishable from pretty much all other gnomes. This is because grey gnomes are pretty good at "reading the room", and understand when to drop their formal and stoic façade and when to keep it up, at least among humans who are easy to read for gnomes.
Common Dress code
Highborn grey elves tend to favor monochromatic clothing and lowborn grey elves tend to favor bright and often contrasting colors.
Grey gnomes are used to playing the role of the middlemen and typically choose colors and styles in between the two extremes, wearing modestly bright colors that are carefully coordinated.
In many nations, gnome fashions emulate human fashions but he Elven Empire, it goes the other way around. Human citizens citizens are more likely to emulate gnome fashion than elf fashions.
Art & Architecture
Gnomes are well assimilated to the values of the humans and elves of the Elven Empire, but they like their privacy. Most rural grey gnomes live in all gnome villages and most urban grey gnomes live in "the gnome quarter", at least if their profession allows this opportunity.
They like having lower ceilings and door frames which can make taller visitors on comfortable. For grey gnomes is a feature, not a big, and it protects their privacy by making non-gnome visitors less common. Even without this privacy buffer, grey gnomes prefer small and cozy over the grandiose imposing architecture grey elves are famous for.
Grey gnomes are far more likely than grey elves to paint their homes in bright colors, even if they have to repaint them often.
Grey elves are not as bad as the reverend from Footloose, but they are not known for their dynamic and vibrant music. This is one area where grey gnomes differentiate themselves from their elven neighbors. Grey gnomes have a lively musical tradition far more in line with the imperial humans than the imperial elves.
Foods & Cuisine
The Elven Empire has lots of spices available to them. Both elf and human cooks have a tendency to overuse spices just because they can, but gnome cooks know how to use a valuable resource without wasting it.""I have only been to Elven Empire's outer colonies only a few times, but I have been there often enough to learn that the Elven Empire, the best cooks are gnomes—as they are in most places. I met a lovely young grey gnome lady who taught me a few new things about frying fish.
Birth & Baptismal Rites
Grey gnome baptismal rites are near identical to those of the grey elves. They normally celebrate a young gnome's name day eighteen days after they are born and anoint the babe with fresh water, salt water, and fresh water again in a fairly simple mildly religious ceremony.
Coming of Age Rites
Gnomes go through a short period of fasting and mediation after their twentieth birthday followed by a festive party. This is roughly equivalent of a human's 13 or 14 and the party vaguely resembles the parties grey elves celebrate on an elf's 81st name day but grey gnomes do not put nearly as much weight on this holiday and don't spend as much money on them. They are usually happy to invite human and elf friends to these parties.
Gnomes legally come of age at thirty-five. This is widely considered the time to seriously get consider getting married though a lot of gnomes become engaged in their early thirties and marry pretty quickly after the younger of the couple turns thirty-five.
Grey gnomes consider fifty to be true adulthood. It is assumed that their wild youthful antics are mostly done by this point to be replaced with true wisdom. Fifty is considered unnecessarily long by most other gnome ethnic groups who are more likely to put weight on thirty-five or forty instead.
A gnome is not likely to be taken seriously in a position of authority unless he or she is fifty and married with children or formally established themselves as celibate.
A gnome's fiftieth birthday is met with a large but fairly subdued party mainly with attendees stuffing their faces with rich food. Non-gnomes are seldom invited.
Funerary and Memorial customs
Like the grey elves they emulate, grey gnomes prioritize the spirit and memory of the deceased over the physical remains of the deceased.
Like the rest of the Empire, grey gnomes usually forgo fancy memorials and elaborate burial practices and more or less simply dump their corpses out to sea.
Unlike the grey elves, grey gnomes are far less formal in their remembrances. Remembering the honored dead is still very important but they focus more on celebrating the life of the deceased than in mourning their passing.

Beauty Ideals
Most gnomes do not really care about how tall they are or how tall their potential mates are. If you call a gnome short, they will proably say "thank you."
Grey gnomes do not different from the gnomish norm on this one despite how much value the grey elves (and their human subjects) tend place on height.
Grey gnomes are attracted to healthy appearances and they frequently find relatively balanced co-dominant fiery and watery gnomes more attractive than gnomes that lean heavily towards one element. Tri-element gnomes are also considered generally attractive.
Gender Ideals
Grey gnomes have partially assimilated the gender egalitarianism and comparative androgny that grey elf culture has, but the are somewhat more likely to slap "masculine" and "feminine" labels on certain professions and behaviors than elves are.
Courtship Ideals
Grey gnomes differ broadly from grey elves in courtship norms. Arranged marriages are generally frowned upon in grey gnome society though gnome matchmakers are a thing.
Gnome matchmakers are far more interested in matching couples based on personal compatiability and shared attraction than they are to worry about political or economic implications of a potential marriage.
Relationship Ideals
Relative to grey elves, grey gnomes prioritize love and compatibility over pragmatism and dislike arranged marriages. That said, grey gnomes are more rigid on marriage norms and taboos.
Relative to other gnomes, grey gnomes are far less likely to excuse infidelity in the name of true love, viewing oaths and vows as more sacred and ironclad, especially marriage vows.
Along these lines, grey gnomes put more emphasis on lineage and blood families than most other gnomes who lean more heavily on "found families" than "blood families".
